Early 20th century pie crimper/dough cutter also known as a jagging wheel. Occasionally people would repurpose coins to use for the wheel, cutting the edge into a zig-zag. This person also used two handles from a fork or spoon to hold the coin in place. This particular coin is the 1909 Alaska - Yukon - Pacific exposition Utah dollar.
